Because of his lowly rank, humble sailor Ralph Rackstraw cannot marry Captain Corcoran's daughter Josephine. Since Josephine can't bear her other suitor, Sir Jospeh Porter, the unlikely First Lord of the Admiratly, she and Ralph elope, bur are betrayed by jealous seaman Dick Deadeye. Sir Joeseph, however, loses interest in Josephine when he discovers, that due to a mix up as babies, her father is common and Ralph is of a noble birth... and the lovers are free at last to wed.
